TYPE OF CLIENTS
1. GENERAL
“JAROSLAV CERNI” A.D is institute for research, development, design and consulting services in the fields of hydraulic engineering and integral water resources management, including vast range of services ranging from basic and applied studies and investigations, through water master planning, feasibility studies and designs, to complex multidisciplinary projects.
The Institute was established in 1947, and named after its first director, distinguished hydraulic engineer. During more than 50 years of its activity, the Institute has grown into the largest and leading organization in water domain in Serbia. It is situated some 15 km out of Belgrade, capitol of the Republic of Serbia.

The Institute has scientific, technical and practical experience and staff capable to cover all aspects and problems relating to water use, water protection and protection against harmful water effects. At present, the Institute employs some 180 staff, out of which than half are professional engineers specialized in different fields. Number of them has MSc and PhD academic degrees.

The Institute took an active part in the design and implementation of many major water resources development projects in former Yugoslavia and SF Yugoslavia, including:

  • The Djerdap (Iron Gate) Hydropower and Navigation System on the Danube River
  • The Danube - Tisa - Danube drainage, irrigation and navigation system
  • Large and medium hydropower projects in Yugoslavia, including: "Jablanica",  "Zvornik", "Vrutok", "Vinodol", "Dubrovnik", "Rama", "Bajina Basta", "Vlasina", "Globocica", "Grancarevo", "Grabovica", "Salakovac", "Uvac", "Piva", "Visegrad", etc.
  • Multi-purpose reservoirs projects in Yugoslavila, including: "Vrutci", "Gruza", "Barje", "Celije", "Grliste", etc.
  • River engineering projects in Yugoslavia, including: the Danube, the Sava, the Drava, the Drina, the Vardar, the Morava and many other rivers,
  • Water supply systems in the Republic of Serbia, including cities and towns Belgrade, Nis, Novi Sad, Kragujevac, Krusevac, Kraljevo,  Uzice, Cacak, Trstenik, Aleksinac, Sabac and other
  • Marine harbour projects in the coastal part of Yugoslavia, including: "Bar" in the Montenegro, "Lora", "Split", "Ploce" and "Hvar" in the Croatia, and river harbour projects in the Serbia, including: "Belgrade", "Novi Sad", "Smederevo", etc
Major long-term water resources management projects and studies prepared by the Institute include:
  • Water management master plan for the Republic of Serbia
  • Water management master plan for the Republic of Montenegro
  • Long-term water supply master plan for the Republic of Serbia
  • Assessment of water potential of the Drina river in the Republic of Serbia and Bosnia
  • Flood control measures in the Morava River Basin in the Republic of Serbia
  • Studies on protection of water quality in the Morava river basin
  • Water quality classification standards in the Republic of Serbia
The Institute also gained international experience by taking part in water related projects in over twenty foreign countries in Africa, Middle East, Asia, South and Middle America and Europe.

Experts from the Institute have been publishing scientific and professional papers in various international and national journals, and have participated or hosted various international and national conferences or meetings related to water field.
The Institute takes an active part in the education of water resources specialists in Yugoslavia, by making close links with several universities and by organizing seminars and workshops on specific subjects.

2. DEPARTMENTS AND MANAGEMENT
The Institute has the following departments, specialized in the various fields of water resources management and hydraulic engineering:
  • Department for water supply, sewerage and water quality protection
  • Department for hydro-geology and groundwater
  • Department for land reclamation and torrent control Department for protection against floods and for river engineering
  • Department for dams, hydropower, mines and roads
  • Department for hydraulic testing and modeling
  • Department for rock and soil mechanic and investigations
  • And service departments including: administrative, financial, printing and binding, housekeeping, and transport.
Management is done by the Management Board and the General Director.

Hydraulic Laboratory with a hall of 5000 m2 and large outdoor space, equipped for scaled model investigations and testing.

4. SPECIALITIES
Hydraulic modeling and testing
Hydraulics of hydraulic structures (dams, sluices, barrages, discharging structures, outlet and intake structures, closed conduits, navigation locks, diversion tunnels, etc.); River and channel hydraulics (river training works, inland waterways, water and sediment regimes, erosion. sedimentation, river crossings, etc.); Unsteady flow in open-channels (flood waves propagation, dam breaking simulations, modeling of wastewater plume, etc.); Maritime hydraulics (coastal defense systems, beaches, ports, harbor jetties, intakes and outfalls, estuaries, littoral drift, sedimentation, navigation waterways); Industrial hydraulics (control in industrial processes, testing of hydraulic properties and performance of geo-textiles, etc.); Eco-hydraulics ( fish passage facilities); Prototype measurements (power plants, pumps, gates, valves, turbines, etc.).

Mechanics of structures soils and rocks
Determination of the mechanical properties of rock masses and soils by in-situ and laboratory testing, for design or back-analysis purposes; Static and dynamic in-situ measurements on dams, tunnels, shafts, pipes etc., during test loading and at different stages of construction and exploitation; Monitoring of dams and appurtenant structures. Analysis and interpretation of monitoring results. Development of analytical models for structural behavior based on monitoring records. Development and manufacturing of instruments for certain monitoring of dams and other hydraulic structures. Mathematical modeling, structural analysis and design for construction or rehabilitation of dams, caverns, penstocks, tunnels, and other hydraulic structures.

Hydropower development and dams
Hydrological and hydraulic analyses and assessment of hydro-potential of rivers and river basins; Environmental impact assessment of hydropower plants ( ecosystem, regime of water and sediment, microclimate, historical, cultural and other values of surrounding area); Hydropower production within the scope of multipurpose use of water resources on different levels (regional, national and international); Feasibility studies, designs and construction supervision of different types of dams ; Designs of powerhouses; Projects on revitalization, rehabilitation and refurbishment of existing hydropower plants; Studies and designs of small hydropower plants.

Hydrology
Field surveys and measurements (climate, flow and sediment transport); Assessment of runoff characteristics in different catchment areas; Meteorological and hydrological analysis and studies; Analysis of hydrological events for master plans, water resources planning and management, as well as for particular projects; Mathematical modeling of hydrological processes; Water balance; Application of a new information technologies in simulation of characteristic hydrological parameters; Application of hydrological models for optimum operation of hydraulic structures and water resources systems, as well as for environmental protection.

Hydro-geology
Identification of water bearing strata and appropriate surveys and investigations; Drilling and test pumping; Evaluation of existing groundwater resources yields, their physical and chemical properties; Field investigations and modeling of movement of pollutants in the aquifers; Planning and design of sanitary protection of groundwater systems; Hydro-geological investigations and analyses for the purpose of land reclamation projects, water supply projects, environmental protection, etc.); Investigation and assessment of mineral and geothermal mineral waters.

Groundwater hydrology and hydraulics
Groundwater monitoring, measurements and analyses; Identification of groundwater regimes; Modeling of groundwater flows in different aquifers and media; Studies on effects of systems of water wells and galleries on groundwater regime ; Monitoring, maintenance and rehabilitation of the wells and galleries; Studies on artificial recharge of aquifers (infiltration-exfiltration effects) using surface waters; Protection of groundwater resources from overexploitation and their quality deterioration; Prediction of anthropogenic activities on groundwater quality and quantity (agriculture, industry, urban areas, traffic lines, mines, landfills), Investigation of groundwater contamination and its remediation; Filtration and seepage studies related to hydraulic structures (dams, dikes, drainage systems etc.); Groundwater problems in mines; Feasibility studies, designs and consulting services.
 
Water resources management
Monitoring, collecting and analysis of data on water quantity and quality , as well as their spatial and temporal distribution; Water resources planning and management; Harmonization of available water resources with demands , bearing in mind socio-economic development and environmental protection; Application of different sophisticated methods for selection of optimal solutions for integral water resources management (optimization models, risk and reliability analysis, methods for multipurpose water use) ; Decision support systems for operation, management and control of water resources; Master plans; Application of the water management policy concepts on different levels which support sustainable development; Application of international conventions on trans-boundary rivers and lakes.

Soil physics, irrigation and drainage
Investigations and analysis of the physical, mechanical and chemical properties of soils; Preparation of maps relating to soil physics, agro-chemistry, degraded and polluted soils; Feasibility studies and design of soil improvement, irrigation and drainage, conservation, fertilization and rational land use. Identification of agricultural and social benefits, as well as environmental impacts; Definition of the criteria for irrigation and drainage projects; Selection of irrigation or drainage methods, facilities and techniques; Projects of irrigation and drainage systems; Modeling of channel network and operation processes; Designs of unlined and lined irrigation channels, surface and sub-surface drainage systems and control hydraulic structures; Financial and economic analyses; Monitoring and evaluation of efficiency of the systems in exploitation.

Torrent and erosion control
Field measurements and observations of erosion processes and sediment yield; Analysis of main erosion factors and effects of implemented measures for erosion control; Mapping of erosion processes, land use and sediment production; Torrent and debris flow control; Assessment of erosion intensity and analysis of issues related to erosion (e.g. reservoir sedimentation); Reduction of sediment yields through catchments management.

River engineering works and flood control
Field measurements and surveys; Mathematical modeling of the flow processes ( water and sediment regimes, erosion or sedimentation); River training works (bank and bed stabilization, stabilization of junction, cut-off etc.); River restoration and river re-naturalization; River and channel improvements for navigation purposes; River improvements for recreation, sport and fishery; River crossing by bridges, ducts, siphons; Intake and outlet structures in river; Feasibility studies, designs and consulting services in river engineering works; Flood control ( active and passive and institutional measures); Planning, designs and management in flood protection schemes; Floodplain mapping for different flood protection solutions and damage assessment; Sediment transport for entire catchments areas and along short river reaches; Sedimentation problems in reservoirs with measures for removal of accumulated deposits; Studies on ice regimes.

Field measurements , data collection and analyses; Studies on quantities and characteristics of domestic and industrial wastes, Mathematical modeling of sewerage systems; Rainfall-runoff relationships for urban areas; Studies of flow in sewer ( combined sewer outflow, gravity and pressure systems); Feasibility studies and designs of sewerage systems ; Feasibility studies and designs of wastewater treatment plants; Projects on rehabilitation and upgrading of wastewater facilities; Designs, verification services, services in operation procedures etc.

Water pollution control
Field measurements of water quality and quantity of water bodies; Water quality modeling ; Investigations of self purification characteristics of rivers and aquifers; Monitoring of effluents from waste water treatment plants ( urban and industrial); Measures for water pollution protection; Assistance and consulting services in preparation of water quality regulative; Assistance and consulting services in the cases of accidents.

Environment protection
Baseline surveys on environmental conditions ( ecological surveys, biodiversity, physical and chemical characteristics of soil, water and air, aesthetic values of landscape, etc.; Identification of pollution sources; Assessment of rapid urbanization, intensive traffic, agriculture development, growing industry etc. on water resources; Planning and implementation of measures for surface and groundwater’s pollution prevention; Studies on impact of hydraulic engineering works on the environment and ecosystem; Assessment of impact of waste water discharges on water resources characteristics, biota and natural habitats; Assessment of impact of contaminated sediment deposits in river and reservoirs, as well as dredged material on ecosystem; Measures for protection of ecosystems - environmental management; International co-operation in field of environmental protection within river basins.
